Effective 1 October 2026, the UK’s new Vaping Products Duty (VPD) and the accompanying Vaping Duty Stamps Scheme (VDS) came into force in tandem. A duty of £2.20 is levied per 10ml of e-liquid, attracting an additional 20% VAT. This brings the total incremental tax burden to approximately £2.64 per 10ml. The duty applies universally regardless of nicotine content or product format, covering conventional e-liquids, shortfills and DIY mixing solutions alike.
Nearly one month on from launch, what is the early market impact? Our core assessment is that the sector remains in the initial phase of regulatory rollout, partial price pass-through and forward-looking sentiment pricing. Some effects are already visible, while others will unfold over the transition window.
Commenced 1 October 2026
£2.20 duty per 10ml e-liquid, nicotine-agnostic
Liability sits with HMRC-approved manufacturers, importers and bonded warehouse operators. The decision on whether and how to pass costs downstream rests with individual businesses.
Launched concurrently with VPD
All taxable vaping products manufactured in or imported into the UK must bear a valid duty stamp on retail packaging
Transitional stamps remain acceptable until 31 December 2026. From 1 January 2027, only scannable digital duty stamps will be recognised
Pre-stamp legacy stock may continue to be sold until 31 March 2027
Full mandatory compliance takes effect on 1 April 2027
| Product Category | Excise Duty | VAT | Total Additional Tax Cost |
|---|---|---|---|
| Prefilled 2ml pod | 44p | 8.8p | 52.8p |
| 10ml nicotine salt / freebase e-liquid | £2.20 | £0.44 | £2.64 |
| 50ml bottled e-liquid / shortfill | £11.00 | £2.20 | £13.20 |
| 100ml bottled e-liquid / shortfill | £22.00 | £4.40 | £26.40 |
Larger volume SKUs carry substantially higher absolute tax uplifts. The rule hits high-volume flavour enthusiasts and heavy daily users most acutely.
A transition carve-out applies to goods manufactured or imported before 1 October, which can be retailed without duty stamps until 31 March 2027. Many retailers built forward stockpiles months in advance, intending to exhaust this legacy inventory at pre-duty pricing before restocking at the new cost base — a stance publicly confirmed by UK vape chain Vape UK. Separately, some retailers implemented immediate price adjustments from 1 October, removing promotions and lifting retail prices to absorb the new tax.
As a result, identical products may carry dual price points for the duration of the transition period. This split pricing environment will persist until the end of March 2027.
A UKVIA survey of nearly 3,500 adult vapers conducted shortly before the duty launch captured market sentiment:
Around half of respondents stated they would consider returning to combustible tobacco or switching to unregulated black-market supply once the tax took effect — equating to roughly 2.7 million adult users when scaled against the UK vaping population
Almost 90% believed VPD would expand the illicit market
Over two-thirds judged the policy would deliver negligible benefit in reducing youth vaping
Nearly 70% supported full repeal of the duty
This remains industry-flagged sentiment rather than empirically verified illicit trade data at this stage.
The VDS regime represents an added compliance workflow for established operators, yet constitutes an existential threshold for smaller businesses. Independent UK e-liquid producer Manabush has publicly announced it will cease in-house manufacturing, citing inability to meet post-October compliance requirements. The brand will sell down existing stock until depletion or the March 2027 cutoff. Industry forecasts suggest up to 50% of the UK’s 200+ active vaping brands may exit the market under the new rules.

The cost and regulatory landscape has shifted permanently: this marks the UK’s first excise duty on vaping products, paired with a traceable duty stamp ecosystem that raises the bar for overseas suppliers. The full, definitive impact of the reform will only emerge once legacy inventories are depleted and the 1 April 2027 full compliance deadline comes into force.
